VA is the paragon of open data management in the Federal Government and has established a series of best practices that should be implemented at other agencies, especially in public engagement. "VA focuses on developing and maintaining an Enterprise Data Inventory supported by an evolving culture based on a data governance infrastructure. VA updates its milestones on a regular basis and provides detail on where the agency stands in meeting those milestones within its digital strategy. The digital strategy summarizes the inventory schedule, customer feedback process, and data publication process. The overall schedule represents an effective and integrated approach towards identifying data assets within the federal government’s second-largest agency. All activities are coordinated between VA’s Chief Technology Officer (CTO) and a newly established “Open Data governance structure” consisting of two integrated bodies: a Senior-level data forum known as the Data Governance Council (DGC) and an action officer/subject matter expert-level body known as the Open Data Integrated Project Team (IPT). The IPT Chair ensures across-the-board reporting. Progress reporting occurs at weekly Open Data IPT meetings and monthly DGC meetings. As a result of coordinated and repetitive messaging and communications, each Administration and Staff Office pursues the identification and collection of data assets from every sub-component. Open Data Leads coordinate local organizational efforts to load the inventory. Interim inventory reporting monitors such progress. Quarterly expanded data asset discovery and identification expands, enriches, and opens the inventory based on local efforts within each office properly classifying complete metadata approved by local privacy, security, FOIA, legal, program office, and senior leadership approval. All Administrations and Staff Offices throughout the agency have data assets represented in the inventory. The data assets include those posted on the agency website, System of Record Notices, and Freedom of Information Act releases. All types of data assets are represented including public, non-public, and restricted. The number of data assets in the Enterprise Data Inventory has grown from 170 in November 2013 to 857 in November 2014. The inventory has grown each quarter, with an 18 percentage growth in records since last quarter. The inventory is larger than the public listing. Of the total inventory, 85% of the data assets are public and 15% are non-public and restricted. 100% of the metadata is valid every quarter." Public Engagement: VA manages public feedback with GitHub (https://github.com/department-of-veterans-affairs/va-data/issues). This allows any interested data user to view what other users have posted, and two-way communication is documented and publicly available. Most agencies still rely on email accounts with no visibility inside or outside the agency. Use & Impact: VA provided valuable feedback from the user community, but it only surveyed 3 of the requested 5 users.
