EDI is Yellow: Agency fails to provide licenses for 100% of datasets.

PDL is Yellow: 1) 24% (which is over rubric-specified 20%) of links are broken.

Further details: Agency Enterprise Data Inventory is not the same as Public Data Listing (data.json). Moving forward, we want agencies to use (http://www.usda.gov/data.json) as their PDL –and– EDI. Currently, USDA’s data.json still points to a different file as the EDI (http://www.usda.gov/data-edi.json). To fix this, (http://www.usda.gov/data.json) should refer to the “Department of Agriculture Enterprise Data Inventory” at (http://www.usda.gov/data.json) (i.e. its own url). This should act as both EDI and PDL.

To ensure USDA's Enterprise Data Inventory is complete USDA's senior management continues to be proactive in overseeing and providing guidance to implementation of the open data initiative. For instance, the USDA Open Data Council, which consists of executives from across various USDA Mission Areas and Administrative Offices, continues to provide oversight for the collecting and dissimulation of data. The council continues to meet quarterly to prioritize the data collection and to ensure USDA agencies and offices are adhering to the EDI requirements. In addition, as part of the Federal Information Technology Acquisition Reform Act (FITARA), USDA is in the process of developing an USDA Open Data Scorecard. This scorecard is being modeled after the Federal Open Data Scorecard and will provide insight on how USDA Agencies and Offices are adhering to the open data requirements, including increasing its EDI. USDA is also in the process of developing an Enterprise Data Management Policy. This policy will ensure that USDA Offices and Agencies release data according to the defined Open Data Publishing Processes. The policy will reinforce the requirement to populate the EDI and to make USDA data available to the public in an open and machine readable format, unless the data is deemed to be unreleased due to statutory, regulatory, privacy or security reasons.

Over the past several months, the USDA has focused its Open Data efforts on establishing a framework to enhance, enrich, and open, to the extent practicable, its Enterprise Data Inventory (EDI) and to ensure the Department and its component Agencies are prepared to identify,
correctly document, and submit to the Office of Management and Budget (OMB) on November 30, 2014 a comprehensive EDI. In so doing, the USDA has already achieved several internal milestones that lay the groundwork for the Department's future Open Data efforts and position the USDA to meet OMB's Open Data requirements. The following milestones are among the Department's recent Open Data achievements:

Description of how this milestone expands the InventoryThe USDA will initially focus on expanding and opening its Enterprise Data Inventory. To this end, the Open Data Council, in collaboration with Agency CIOs, Data Stewards, and the Open Data Working Group (ODWG), will continue to work with the USDA's Privacy Officers to identify, prioritize and submit additional public, non-public, and restricted-public datasets to the Department. In addition, the ODC and ODWG will continue the development of an Open Data process and guidance that expedite the publication of its datasets in the future. At the end of Q1, the USDA will submit an updated EDI to OMB.
