Compiling a complete Enterprise Data Inventory is an essential part of USAID long-term effort to harmonize operational systems that support critical management functions such as procurement, financial management, and results reporting. This effort, known as the Development Information Solution (DIS), prompted the formation of an ad hoc team, the Enterprise Data Management (EDM) that identified gaps in the Agency inventory. As a result of the work done by the EDM team, documentation of Washington-based systems is nearly complete. In this quarter, the USAID Chief Data Officer assembled a team to conduct focus groups comprised of representatives of its pillar bureaus (focused on technical issues in development sectors), regional bureaus (focused on geographic regions) and management bureaus. One of the questions put to each focus group concerned systems or tools developed by their colleagues that might be of value elsewhere in the Agency. When completed, the responses to this question will feed in to the Enterprise Data Inventory.

USAID continues to monitor the three formal channels established to receive feedback from the public: GitHub, StackExchange, and an email address established expressly for this purpose (opendata@usaid.gov). USAID's Open Data Team reviews inquiries daily. In the event that the response is outside the Team's purview, the inquiries are routed to the appropriate operating unit within the Agency. In the Washington, D.C. area, the Open Data Team continues to interact with the public, including its implementing partner community at meetings, brown bags and other jointly attended events. Given the international focus of the Agency's work, feedback from the international public comes frequently through our data stewards in our country missions. Owing to the regulatory freeze at the start of the new administration, USAID's submission to the OMB rule-making process regarding its proposed contract language governing submission of datasets to its Development Data Library (DDL) is on hold deferring the solicitation of feedback from the general public until some later time. Draft standards for submitting geospatial datasets to the DDL are now posted on the Agency's /data page with a request for feedback form our partners and/or the general public.

1) USAID operating unit identifies a data asset for potential release; 2) USAID makes a determination as to whether release is permitted by law, subject to all privacy, confidentiality, security, and other valid requirements, including: a) Security: USAID reviews the data asset for security restrictions related to the release of classified information; b) Privacy: In accordance with the Privacy Act of 1974 and other legal authorities, USAID reviews the data asset for the presence of Personally Identifiable Information (PII); c) Exceptions: USAID reviews the data asset for information excepted from release by OMB Bulletin 12-01 and the Freedom of Information Act, where applicable (for example, information that would jeopardize the safety of U.S. personnel); 3) Operating unit funding the data a) completes redactions; b) seeks clearance of related operating units; and c) proposes a data access level; 4) Office of the General Counsel ensures redactions and data access levels are consistent with legal requirements; and 5) USAID publishes the data asset to its public data listing at www.usaid.gov/data.

USAID will coordinate with Washington and overseas operating units to expand the number of data assets included in its Enterprise Data Inventory and in the Public Data Listing available at www.usaid.gov/data.   USAID will enrich its data with tags including, but not limited to USAID’s Federal Program Inventory, operating unit designation, Presidential Initiative or focus country where applicable.   USAID will assign senior staff to ensure that data are open and host trainings to build awareness and institutional capacity in using machine‐readable and open formats.

USAID has three mechanisms for customers to provide feedback on its data management practices: 1) GitHub - USAID recommends clicking on the USAID GitHub link to report bugs or computer-related issues with its public data listing.  2) StackExchange - USAID recommends clicking on the StackExchange link to pose general questions about its public data listing.
